Pricing Policy Clarification

Rio de Janeiro, October 31, 2011, Petróleo Brasileiro S.A. – Petrobras, in reply to Official Communication CVM/SEP/GEA-1/nº369/2011, provides clarification to a news report released on October 24, 2011, headlined “Petrobras asks for more cash from the government”.

Petrobras explains that the Company’s prices are set according to its pricing policy, which consists of following medium and long-term trends in international prices, in order to maintain the Company’s competitiveness, while avoiding the volatility of prices to affect the domestic market.

The Company periodically prepares studies and analyses on the sale price of its products, on the international oil and oil products market and on the forecast of how prices will behave in the future. Decisions on whether to increase, decrease or maintain prices are then taken based on this analysis.

This policy has been in effect since the beginning of 2002 and is demonstrated at each financial disclosure, which show adhesion of the prices set by the Company to the prices in the international market. Any policy that differs from the one described above is not aligned to the policy and procedures adopted by the Company.
