March, 13, 2026 - LAS VEGAS, Nev. - Southern Nevada Businesses and HOAs Face Growing Pressure as 2027 Nonfunctional Turf Deadline Nears US Turf says rising approval wait times, seasonal demand, and available rebate dollars make early action critical.
Southern Nevada businesses, HOAs, and multifamily property owners are running out of time to address nonfunctional turf before a major compliance deadline takes effect across the region.
Beginning January 1, 2027, Nevada law will prohibit the use of Colorado River water to irrigate nonfunctional turf on properties not zoned exclusively for single-family residential use. That includes decorative grass in HOA common areas, office complexes, medians, and other spaces that do not serve a functional recreational purpose.
At the same time, the Southern Nevada Water Authority is offering a strong financial incentive for qualifying properties to act now. Under the current Water Smart Landscapes program, eligible commercial, HOA, and multifamily properties can receive $5 per square foot for conversion work, but the process cannot begin without a required pre-conversion site visit and approval from SNWA. The agency says applicants may wait up to 14 working days just to be contacted for scheduling, and warns that demand rises in the spring and fall, which can push timelines even longer.
For property owners, that means delays can begin well before any actual landscape work starts. As the 2027 deadline gets closer, that bottleneck could intensify as more properties move at once to comply, secure approvals, and lock in contractor availability.

Those who wait may face slower approvals, tighter schedules, and reduced control over project timing.
The urgency reflects a wider regional push to reduce outdoor water waste. SNWA has stated that outdoor landscape watering remains Southern Nevada’s largest category of water use, and the state’s nonfunctional turf law is part of a larger effort to protect Colorado River supplies and reshape how ornamental grass is used across the valley.
“Every month that passes brings Southern Nevada closer to a wave of forced decision-making,” the spokesperson said. “The smart move is to act before the rush, while approvals are still manageable, while crews can still be scheduled properly, and while the rebate remains a meaningful financial advantage.”
